AI-Native Policy and Legislative Tracking Platform
Our client was seeking to build a new bill tracking, summarization, and prediction platform to improve efficiency and preparedness for Government Affairs professionals. JetSweep developed and delivered a solution covering 25 states that met these goals and will continue our relationship with the company to expand going forward.
The Customer
This customer provides an AI‑native B2B SaaS platform on AWS, focused on revolutionizing how advocacy, legal, and compliance teams predict, track, and influence public policy. The company operates with a small team of less than 10 employees in the SMB segment. With two prototypes built for tracking, predicting, and interacting with public policy, 92% bill‑prediction accuracy, and a technical roadmap built for scale across fifty states and internationally, 150,000+ bills are processed annually to deliver automated compliance, stakeholder analysis, and scenario‑based forecasting in the policy-intelligence industry.
The Challenge
Our customer is creating a platform to fill a major gap in the market where U.S. organizations spend $4.4 billion annually on lobbying and $129 billion on compliance, yet policy processes remain manual and fragmented. With over 150,000 bills introduced each year across federal and state legislatures, policy teams struggle to manage complexity, measure ROI, and mitigate risk. Currently, no native-AI platform exists to track, analyze, and predict policy developments across all 50 states and the federal government. The customer aims to fill this gap using Generative AI, with future expansion opportunities in compliance, opposition research, and related areas.
The customer’s main objective is to refine and expand their platform in a scalable, cost-effective way using AWS infrastructure with deployment of AWS-native services to support ingestion and analysis across 25–30 additional states, preparing the system for national reach and future international applicability. They also aim to expand to all 50 states in the future.
The customer’s core mission is to provide policy intelligence via GenAI, and it will be their only initial source of revenue, making the implementation of GenAI core to the company’s success and survival.

The customer chose to use AWS for this project in order to leverage its AI infrastructure and offerings, expert partner ecosystem, and scalability. They also have a focus on future growth in new markets with new features. AWS-native services were selected for their ability to support scalable deployment, modular inference, and policy-specific modeling.

The Solution
This project was an opportunity to refine and expand the customer’s platform in a scalable, cost-effective way using AWS infrastructure. We guided the client’s deployment of AWS-native services to support ingestion and analysis across 25–30 additional states, preparing the system for national reach and future international applicability. We developed the initial prototype of their predictive platform into a finalized, scaled, and accurate model using AWS GenAI tools.
We built the following in AWS:
Bedrock for legislative predictions and embeddings
SageMaker for influence mapping and model fine-tuning
Trainium 2 for high-throughput inference and training
The Benefits
The customer’s multi-agent framework, domain-specific architecture, and early signs of technical performance positioned it as a great candidate for AWS-backed scaling. They are now armed with a fully developed GenAI model to streamline and optimize bill processing and prediction. This engagement was successful for them in their expansion of predictive forecasting, achieving 92% accuracy in bill outcome scoring and scenario simulation with real world customers. They plan to move into further phases of this project in the coming months.
Next Steps
After completing the three phases of this project (legislative predictive engine, compliance automation, and stakeholder analysis), the customer plans to scale across all 50 states with consideration to expand to select global jurisdictions by mid-2026. JetSweep will guide the customer in expanding this coverage, optimizing model deployment, and ensuring alignment with best practices in AWS infrastructure. Further use of AWS GenAI tools and services will be leveraged in these projects, including Titan Text Embeddings and SageMaker. With continued support, the customer’s architecture may evolve into a new standard for legislative prediction, compliance modeling, and stakeholder analysis.
